I am 99% sure that medical staff is using other types of mask, but either way doctors are most at risk of catching it even from undiagnosed patients. You don;t want your heart surgeon breathing Coronavirus into someone's open chest cavity because he caught it from the last patient he operated on, so apart from testing them every time they get in touch with a patient you need the masks to prevent doctors from becoming super spreaders.
