The Japanese model is, basically: Regulate, regulate, regulate, and ban handguns entirely. A small pool of guns (shotguns, air rifles) are available for those willing to undergo an entire day of training, and pass literacy and shooting tests (to 95% accuracy), a mental health evaluation in a hospital, and comprehensive background checks which involve interviews with friends and family members.
When you do that? Very little gun crime at all.
It’s a simple philosophy. Fewer guns in circulation, and only in the hands of the most responsible people, means fewer deaths by guns.
South Korea does something similar and achieves similar results.
