According to Sanders’ speech, his new Bill of Rights would gaurantee:

The right to quality health care
The right to a complete education

But these so-called “rights” are indistinguishable from the guarantees in the 1936 Soviet Constitution, also known as the Stalin Constitution. Hows this for being a Commie?
