the costumes don't matter. I mean why would pokemon promote pikachu with people younger than himself?

I think he means since Pikachu is a middle evolution, he should be promoted with the middle evolutions (Ivysaur, Charmeleon, Wartortle) OR Pichu should be promoted with the starters instead since that's the unevolved form
