Officially, ~50%. But not only are those fees artificial, meant solely to drive up the prices, but a god portion of the other fees are simply there to, and I quote "Prove you're financially stable enough to have a child". They literally charge $20,000 so that you can prove that you can afford a kid. You can also tell because you can actually adopt a child from over seas for less than $2,000. (Depending on what country you adopt from, of course.)

It's hard to get 100% accurate percentages on this kind of stuff because it depends on what State, county, and even city you live in. The lowest rates were in Alabama though, If my memory is correct.
