People are willing to help support their fellow man, but not so much on paying for infrastructure. Tariffs are levied on imported goods. The exporting countries sending their goods can avoid paying tariffs by not exporting to us. No one is coercing them, it's part of the trade agreement between the importing country and the exporting one.
