No, it's for memes that REALLY shouldn't be here--like memes "joking" about "jolly" Hitler. A lot of memes will only be understood by a narrow audience because they require specialized knowledge, like the weather in a particular area, a local landmark, a historical event of only local interest, etc. There's nothing wrong with creating such memes and posting them, so no reason to downvote them just because a person doesn't find them funny.
