For the most part of the 20th century to now there has been seemingly only one party despite the names given to suposedly opposing parties.
But yes, no parties was thought would lead to more reflective representation for a region. So if your elected candidate is elected based on the priorities for his/her constituents then that is what they will or should be voting for. And the biases and desires of a party are then not an issue or modifier to results. You dont vote to get or maintain majorities based on parties so much as you vote on an agreement of /for ideas.
