Yes, Obama lowered the debt so much, that he's 5th for the most national debt accumulated by any single president. Beat by F.D.R (1st), Wilson (2nd), Reagan (3rd), Bush el segundo (4th) and Obama (5th)

Every pres. has added debt, but it's Congress who is behind it (unless it's the presidents budget of course but they still have to accept that it raises the debt) which is why I like this video by CGP Grey:
