I would suggest you try and resubmit. I think you will find it is manually checked as the text does read like harassment, at least in that ratshita is harassing.
I had one meme with stacey Abrams in it. The text read, aunt gemima reckons orange man is racis'.. This meme received the same notification as yours. And resubmitted it went up. So who knows.

If the memes were approved by automated methods then every meme you submit would be approved or denied within a similar but probable short time period.
As you would have experienced, some memes take 12 hrs or more to approve this suggests that by variability of time for approval, manual approval methods are being used.
