Kanto. You may think it was based off Japan, but it is actually based on the US. Need proof? Lt. Surge is nicknamed "the Lightning American."

Kanto is actually based on the Kanto region in japan. However Unova is based on New York.

So Lt. Surge came from Unova? Plausible.

But Jhoto also shares a lot of stuff with Japan, so I don't know...
