I would say loved, because a good foundation for a kingdom or any type of base is a good leader people would respect.

Fear would seem like the best choice, they would do what you tell them to do because of your fear factor.
But fear does not last long

Loved, because all relationships (friendships and family included) are better when you feel you can trust one another

Bolth you need people to love you, but not so much you have random people kissing your feet and enough fear for order but not too much unless you want your people to live in constant fear

Fear is the most powerful thing to ever control everything.

But.... you also need status. If you have no status, then that means you can easily be overthrown.

So...feared or loved? It depends on the context.

Personally, I rule with fear, because I was ruled by fear.

But, at the same time, because I have no cancer for the people leading me, theres nothing stopping me from rebelling. Theres no moral reason for me to not do it. Theres no personal reason to not do it.

So.... thats all I have to say on that. Like I said, it depends on the context, but yeah, thats all I have to say.

It would be better to be loved, as your reputation would be better. As we know, reputation is a very important thing in this society.
When you are feared, there is a higher chance of them wanting to rebel against you.
