OK. I stand corrected on which term it was when he was impeached. I now agree that it was during his second term. But the Senate did fail to remove him from office. And there was blowback to the Republican controlled house that did impeach him. In mid-term elections of 1998, Republicans expected to pick up 20-30 additional seats in the House of Representatives. Instead, the Democrats picked up 5 additional seats.

But lost the presidency. It was widely credited as THE reason W vs Gore was even close enough that Florida's shenanigans became relevant.
