The fire in the article was sparked by a malfunction (as of what is still to be determined) in the Transmission infrastructure...got it. The size of the fire had nothing to with what started it, but was due to the improper management of the forests, drought, high winds etc. That's one fire. Fires erupt every year due to other factors...but yeah...blame everything on capitalism...got it.
Secondary fires were caused by vegetation (trees) falling into the Transmission lines. Just so we're clear...only trees grow tall enough to fall into a Transmission line. While the regulations say that these Right of Ways must be trimmed, they exclude mature trees and limbs coming off them and are limited to trees of small diameter...the ones that pose no conflict most of the time.
CP&E had to institute blackouts because of this very problem. Their hands are tied...they get sued if a fire breaks out, but aren't allowed to take the necessary actions to mitigate it. Cali gets what it deserves. As long as they vote these people in that write these rules, they'll continue getting what they voted for.
