The only thing downvoting does is it slows down the momentum of your meme. Example: if your meme is getting a lot of upvotes and comments, if there are a lot of downvotes as well, your meme may not make the front page. The only reason it would with a lot of downvotes is if it has an overwhelming amount of upvotes and comments.
