I get it that the crowds are asked to reserve themselves as much as possible during these ceremonies, but that's to get the ceremony over with as fast as possible--not to prevent triggering...
Unless by 'triggering' the author meant 'bore the crowd into committing acts of physical violence'.

It's partly to be more inclusive for deaf people by switching to "jazz hands" (though I'm not sure how being deaf prevents one from clapping), and partly to avoid, as the headline says, triggering people with "anxiety", just like people wanted Eminem to stop using loud bang effects at his concerts.
