No, it isn't. Technically water is sticky. This is proven by if you stick your hand in water and take it out. Yes, your hand is wet, but something sticky had to have made the water STICK to your hand. Also, if water wasn't stick, how do you think mud can actually be formed. The water would've had to have stuck to the dirt first before the transition to commence. Also, how would all the oceans water be in one place and move while not falling apart.
