I’ve always noticed that. Upside-down exclamation marks already exist in Spanish and Portuguese, so I don’t understand why no other language uses them. ¿What if you have an exclamation in the beginning of a sentence that’s cut-off later in the sentence? Same goes for upside-down question marks.
