Thats actually a smart idea. Give out government loans to people owning older cars that are less environmentally friendly if they replace their old car with an electro one. And Eliminating Air travel where realistically possible while replacing it with a good alternative such as Bullet trains is equally good. An Upvote to you my dear man!

I can see states like California screwing up their own high speed rail project, costing taxpayers $77 billion.

That $77 billion MIGHT get the state a rail from San Fransisco to Sacremento (87 miles). That's only $885 million per mile!
