Well, that's the thing, Ed: it kind of isn't correct, no matter what the year.
In Germany, public schools go back to the 1500's. In Scotland, the 1600's. In the American colonies, states like Massachusetts made education compulsory in the 1600's. All of which predate central banks entirely, and they certainly predate Dollar Diplomacy.
So that's really what I'm getting at: your thesis doesn't make sense unless there's something else on top of that you haven't mentioned. And every time I ask what it is, you come up with an excuse not to answer.
