"Juvenile justice reform" means not holding juvies accountable. Proponents spew diarrhea about how the system doesn't work and we need to divert kids. The truth is it is all about money, and all the line workers know it. The banks devalued the economy in 2008, and now jurisdictions are still scrambling afford the facilities and programs that work. Diversion is cheaper.
I don't know if the adult system is seeing the same problem. There will be an increase in the adult system due to the failure to address offenses of juveniles, when it is more effective and cheaper.
