No, the Government is not supposed to be moral, in that fashion (Romans 13:1-4).
Why? Because the caring for the poor requires funding. How does the government finance that endeavor? Taxes.
That requires the government to tax it's citizenry or subject in a very high amount. The rich can be taxed higher, but to what end? Until they're no longer rich? If so, wouldn't they be tempted to leave the country for a more friendly state?
As itr it is, the 1% cannot possibly eliminate poverty, and now what about the other programs in demand? Social Security for the elderly, the disabled, and the residents at the sanitarium? How about healthcare?
Don't you want Universal Healthcare?
What about Free Education for all? That means more money is needed. Right?
The government must also fund other necessities, and the one that is on top is State Security. And it is not just the strengthening of our borders, as there will always be State Actors desiring regional influence, hegimonmy, and domination.
Which affects your country's foreign interests and the interests of your foreign allies.
That means your government must spend on technological design, developement, testing, and maintinece, as well as to care, teach, and train those using them (or not). If not, they must have the money to purchase those technologies, but still must care in every term, the human factor of it's defense.
There will away be rich and more, sir/madam. That's the reality we must live with
And it will not end, until the 2nd Advent (Gemesis 3:15, Deuteronomy 18:18, Isaiah 2:4, 7:9, 9:6, 53:5-6, 10, Acts 1:11, & Revelation 19:11-13, 20:12-15, 21:3-4).
