You won't get $1000 for life. You'll get $1000 for a couple months and then beauracy will elevate the total federal cost beyond its profitability...then Congress will redirect the repayment funds, half-way bankrupt the nation and then cuts will be made and taxes will increase.
Any person who thinks this will work is a fool. The federal and congressional budgets demonstrate why that is.
