That is a generally held line of thinking about the cold war. Whether one was to agree with that line of thinking or not, the analogous arguments between nuclear weapons and guns don't hold historically (NPT, SALT, START). Those trying to avoid the Cold War turning Hot did not argue that countries should make more nuclear weapons, make it easier for people to get nuclear weapons, or try to make sure that every country had nuclear weapons.
