Many assume that only minorities are poor in America e.g. Bernie saying that white people aren't poor, so the statement isn't as absurd as it appears on the surface. Biden's generation is steeped in racist roots. Many if not most have grown out of it, but no matter how hard they try, certain presuppositions come out occasionally. This statement was just a gaff, something he is famous for.
