The same time zone used to determine when you can submit new content.

But that actual time is never visible, and you can only see relative times like <1h for memes/comments. Once you make it visible, it will be in PST, and users will complain that the time is wrong because it doesn’t match their local time. Imgflip would have to allow users to configure their time zone, and this complicated things.

There are JavaScript libraries that make it easy to convert UTC time to the localized time of the device the browser is running on.
Or they can just add PST to the displayed time so everyone knows which time zone it refers to.
