Sorry, but no government official, and especially a president intends to limit the power of the government. Why would they do that? Because they care about their people? Lol, think again. Every government official (and policemen and soldiers, for that matter) has sold it's people out just by being a part of the government. The relationship between politicians and citizens is like between slavers and slaves, with a difference that citizens are given a Bill of Rights to create an illusion that they're free.
Also, regarding the Bill of Rights, do you think that you need it? Can't you figure out what your rights are without a government writing them on a piece of paper?
Here's how I look at it: A statist needs a piece of paper to tell him what he can and can't do. An anarchist is smart enough to figure that on his own.
