All new EU laws are mostly proposed by the council of the EU (Not the European Council) , which is made up of the Ministers of Each Member State, who are appointed by the Democratically elected leaders of their member states , and approved or rejected by the European Parliament which itself is Democratically elected. The European Council is made up of all the Democratically elected Heads of State of the Member States. Said Council (Not the Council of the EU) proposes candidates for the European Commission and the Parliament (Which is again, Democratically elected) approves them

A) Suck my balls B) I know this is wrong for a fact, because Merkel is retiring from Politics in 2021 C) Thanks to the EUropean institutions in place, a quite stupefying idiocy will be needed to start an inter European War. So the only other Option would be Russia and then we have a WW3 type of situation, which is also unlikely, but more likely than an inter European war.
