You're looking at the wrong definition of murder, the one written by a company in the pocket of the government so it changed the definition to suit it's own purpose (albeit by only one or two key words, but still). Also even IF that was the original definition, which it's not, how is any instance of a cop shooting an unarmed black kid murder? What about Nazi's in WWII? they were with the government too, so by going by that logic, they weren't murderers.

Also, read the synonyms for embryo that I copied and pasted, "unborn child/baby" is right there.
