People are less likely to vote at all if they believe their candidate will win no matter what. That, and Hillary had only won the popular vote by a margin almost the same as the number of supposed non-citizens that had voted in 2016. Think about it.
That may be true, but Biden is going to win the primaries, and Sanders is going to run as an independent, therefore splitting democrat vote, and giving Trump the win. This is the most likely situation.
