In the 1980s in California it was practically a fad for parents to dump their kids in mental institutions for minor issues - minor as in not necassarily mental but just basic disciplinary. The Suicidal Tendencies song "Institutionalized" was about that, the line "all I wanted was a Pepsi" was from a real kid that went through that. Publicity of the hell they went through finally helped drive it down.
