In the 1980s in California it was practically a fad for parents to dump their kids in mental institutions for minor issues - minor as in not necassarily mental but just basic disciplinary. The Suicidal Tendencies song "Institutionalized" was about that, the line "all I wanted was a Pepsi" was from a real kid that went through that. Publicity of the hell they went through finally helped drive it down.

You think the physical and sexual abuse people in institutions receive today is bad?

So you are saying that not one single facility in the history of man was run correctly with proper oversight being non existent. I also hear you saying that human beings are incapable of improving psychological/psychiatric care past 1970. If that is the case, skid row truly has your blessing as the best humanity has to offer.
