It actually wasn't the least deadly option. You've been had - the Japanese were making moves to surrender anyway. The purpose of the bombs was to accelerate the surrender by a few weeks to deny influence in the theater to Soviet forces who were mobilizing East.

In other words, those civilians - and just a reminder, the bomb victims were not political or military, they were civilians - were sacrificed to make a strategic jumpstart on the Cold War.
