I suppose that would be one way of looking at it. 



Envisioning it in my head I see a dump truck full of illegals being dumped at the city limit of New York City like dirt.

The federal government has preempted this field of immigration. No city or State can pass a law that goes against the federal system. Obama illegally withheld enforcement in violation of his oath of office, but that was not the law of the land.
