They don't. Trust me, they don't. They only vote for the people who rule the nation.
You live in an illusion thinking you live in full 100% democracy (which simply cannot exist). In order for the citizens to rule a nation every bill proposed in by the government, congress or whatever, would require a referendum. However 95% of the bills proposed don't (not in the U.S. nor any country for that matter) even reach the news (would take too much broadcast time, and besides, only little people would care about those anyway), and you'd be voting for a bill at least, say 300 days a year. So what you say is even technically impossible. Trump and his administration rule the U.S. and all you can do, is judge Trump next year in the elections, by voting for him if you think he did well, and voting for his opponent if you think he messed up. That is however not the same as ruling yourself. FAR from it. :P

My country (the Netherlands) is officially a monarchy, but the king has no political power whatsoever (in fact, he is officially obligated to refrain from taking in a political position in any sort of way). But some principals are the same, with the big difference my country has more parties in the parliament/senate and multiple parties forming a government (that's called a "coalition"). But the same constraint remains. The number of bills proposed the the 2nd chamber (Dutch variant of the House of Reprentatives) and the 1st chamber (Dutch variant of the Senate) is too much for a citizen to decide about. It's not that those bills are never made public out of censoring purposes (anyone who wants to know about them can ask for them in our "WOB" law ("Wet Openbaarheid Bestuur"=>"Law Public Administration") to see what our politicians did with those bills or how ministeries and such did their tasks in general. So we do not "rule" our nation, but we can "verify" what the politicians are doing. Oh, and I didn't say that my government is better than yours. I think both styles are based on democracy and both have their pros and their cons. My point is that politicians and members of the government rule the nation for us, as the number of issues they have to deal with are so much that if we citizens would really have to deal with them all (and thus allowing us to really rule the nation), we won't have time to do our own jobs. At least democracy allows us to check what they are doing, so those who rule the nation do not easily get away by just doing what they want without any concern for the people they rule.

Hey, I was neither promoting nor criticising the U.S. politics with my post. I was simply pointing out that civilians are not ruling the nation, not even in a democracy.
