I would agree. I haven't read it fully myself just going off what Ive heard alot of people say about it. One perspective said that its more of a statement of values and an idea of what we would like policy to be in the future and I would agree with that. Its a political statement nothing more. But what coverage I have seen its being presented seriously with every intention to enact it.
