The purpose of the Bill of Rights is not to show which rights are conferred on behalf of the Government. The purpose is to restrain Government from encroaching on those rights. If what you are saying is true, that the government can ban guns whenever they want, than why has the judicial roundly disproved your premise? Please don't blame the NRA Boogeyman.
