You would figure they would have ok roads with not much temp change, in pa we go from 100 degrees high in summer abt and single digits sometimes below zero in winter.. Calif dept of trans must suck.. pendot sucks too

It's from too many cars and constant traffic. Plus if we've had a drought for a while the next heavy rain opens up tons of potholes.
