Yes, you can submit it twice, however you have to make the meme twice. I did that with a couple of my memes in the past.

That's why I'm the one lying mod on my stream. The only time I will unfeatured a meme is if I have seen the meme some other place. And when I unfeature it, I give an explanation. I've only had to unfeature one meme so far.
