"Socialism" can mean a wide variety of things but the way you are using it here, the point is that the means of production are owned by the productive workers themselves. When the state takes over the industry claiming to represent the workers, that's what communism is.
Under fascism, private industry is indeed run as puppets of the state, but the whole reason why debt soared in Italy throughout fascist rule was exactly because the profits were not being taxed and taken by the state at a high enough rate to fill the treasury, especially with the vast government spending that takes place under fascism. This is in no small part because Mussolini's economic ministers were more libertarians than anything else. Hardly the kind of thinking that goes hand in hand with democrats.
