here's the deal; you, by stealing from me, have violated the N.A.P. which means you have violated my rights willingly, and thus forfeit your own rights in the process. I then give you 2 options;

1) return or replace the object, or give me money in return for you to keep the object

2) get shot

anarchy means that no one rules over anyone else, and those who harm others willingly will themselves be harmed in response.

littering wouldn't be seen as the same level as theft or assault, it wasn't a violent violation and most people (like in our society) would probably just yell at the twat and tell them not do it again.

most people wouldn't even come to the conclusion of hurting someone else just for littering, and if they saw someone trying to hurt another person, most would intervene. In a true ancap society, most people would be well armed as to uphold the NAP at any given time if need be, so they would intervene if they saw this.
for you see, I should have specified earlier, only violent NAP violations count for forfeiter of rights, littering is not violent and is actually most likely not meant to be an offense (as in it was just carelessness). so the logical conclusion is simply to tell the litterer not to do it again and hope they don't.
