Congress already authorized wall construction but who reads what has already been passed? 10 U.S.C. § 284 (Section 284) provides that the Secretary of Defense “may provide support for the counterdrug activities or activities to counter transnational organized crime” of any law enforcement agency, including through the “[c]onstruction of roads and fences and installation of lighting to block drug smuggling corridors across international boundaries of the United States.”; NOTE: No declaration of emergency is required. Every area designated as a drug corridor or area where any transnational criminal activities are taking place is already authorized by Congress. The Strategy: Build the barriers where these pre-authorized activities are taking place and prove it with drones and satellites before construction begins. Then, as the routes change, build barriers to block the new routes. Fancy Nancy and Snobby Chuck can sue all they want but the wall can be built.
