It's incredibly foolish to claim victory now, especially in the wau they are doing it. This isn't over, and in three weeks he's likely going to be impossible to move. He's given them a compromise, and the fools have misinterpreted it as capitulation. In three weeks, when they have not satisified the border security requirement, they will have given him the justification to do whatever he wants.
