I doubt that gun is publicly owned unless it's a collector who bought a disabled surplus weapon. I have a lovely grenade on my desk that was a gift from somebody but it has the explosive core drilled out. Kind of like that.
The other plausible scenario is that maybe it's reservist who is moving the weapon with a personal vehicle or perhaps a vehicle that the unit owns that has not been painted yet. Not every DOD vehicle is a hummer.
