Without pay. Won't get paid till the shutdown is over. So work without pay till shutdown is over and he said he is willing to prolong the shutdown for a very long time.
That will surely boost morale.

Still don’t see the issue. They will get back pay, they won’t be out anything at the end, and they are still doing their job.

Those that aren't working will get back pay too. Paid for no work. So that will bost morale when they come back
