It's called sarcasm. That "jobs Americans won't do" b.s. usually come from those arguing we "need" illegal (no to be confused with legal) imigrants.
It was meant to point out the same b.s. arguement could be used to justify exporting the jobs to foriegn workers, rather than importing the foriegn workers.

There is no reason that smart phones couldn't be produced in the U.S.
Those jobs are exported because Americans won't do them for the same price as foriegn workers (i.e. the jobs Americans won't do). Same goes for ANY product not typically produced in the U.S.
When people say the phrase "jobs Americans won't do" they are inherently implying that businesses are entitled to cheaper labor than Americans will work for (rather than the businesses needing to pay higher wages to attract domestic workers).
And the simple fact is foriegn workers are foriegn workers. It doesn't matter whether we import the workers or export the job.
Actually it does, because when we import the workers, we expect them to live here, thus they compete with Domestic workers for low cost housing. Also we pay them low wages and expect them to survive in a country with a higher cost of living than many foriegn countries. It's actually better for low wage foriegn workers to live in a country with a low cost of living.
