I always flag foreign language when I see it.

If I live in a French Provence in a Majority French population, does that make English the Foreign language to me? And should I downvote all the English memes lol? I'm having fun with this ;)

The terms of conditions say English only. Unless it's Arnold saying, "Hasta lavista, baby", I'm flagging it.

The why does it in bold letters say "English only".

The old Submission Guidelines were edited and split into "Submission Rules" and "Submission Hints" in early October 2018. That's when the "unless" part was added to English only.
