2 reasons why violent criminals want to sponsor a gun buy back: 1)You are no longer armed to defend against them, 2)They now know exactly where to go to get guns.
Criminals don't sponsor gun buy backs, nor do they get to go get those guns.
Gun buy backs buy back guns from criminals or whomever wants to turn them in in order to remove them from the streets.
