This is not a GIF ... it is a regular picture that seems to move.

I've seen this numerous times. A co-worker once told me that it was designed by Japanese neurologist. If it appears to move it indicates you are under stress, if not you are calm.

Its not moving for me, but at points will for a brief second

Same with me. It also moves when I'm looking left and right. If I keep my eyesight still,it doesn't move.

If i open my eyes wide it doesn't move.

I'm not certain there is anything to the stress test aspect. It's just soemthing I've heard. Dangers of the internet...
