neither does the template search work.

I uploaded that image as a template after I submitted this meme.

If a user contributed template never gets used for a submission, they are automatically deleted after a while. Some of my old templates have been deleted that way. Perfectly fine for anyone to save the image in the comment and then reuse.

I've been encountering similar: after uploading & captioning a new template and simultaneously checking the 'make it public' box this first caption subsequently won't show in the tag list or 'see-all captions' list of that template.
To make sure it will do I went over to this proceeding: doing such captions in two steps - i.e. not using the upload directly as template but first do the blank uplode then exit the generator then reenter the generator- selecting the newly added template from the 'my template' rider.
This never lets me down.
