Been to Southern California 3 times at about 10 year intervals and whenever I was there , there was a drought . In "Terminator 2" the big Chase scene takes place in what once was the Los Angeles reservoir

It's called a blocking pattern. In from the Pacific comes huge waves of moisture laden clouds heading across the ocean, straight at California. Then right before the coastline, the clouds take an abrupt turn north, go up, then back down by avouding California completely. Welcome to agenda 21. I've never seen a forest fire burn so many things except trees

The fire guys do a lot of burning off before the real heat arrives. Then everyone in the city bitches about the smoke haze. They just can't win!

There are some "lakes" around here that are pretty much nonexistent these days....and then there are peopld that are against using treated water when it's really the best option for now.
The whole thing is pretty dumb...I could keep going, but I probably shouldn't

The technology to control the weather has been around for decades.

High powered lasers ionize water particles in air which give water vapor in clouds something to cling onto forming rain. In short, by aiming a high powered laser at a cloud you can get it to fall back to earth as rain.

Laser technology has become advanced enough to be used to strike ground targets from satellites in orbit.

A hostile entity with access to a weaponized satellite could theoretically cause droughts by forcing clouds to drop their rain before forming earth drenching storms. This could in turn cause forests to become dry and flammable.

The same lasers that were used to disperse clouds could then be used to ignite the kindling forests.

What is a DEW? Direct energy weapon, aka lasers.

Why did Trump announce he was creating a space force? Because space just recently became a war fighting domain.
